2014 State Legislative Priorities

  1. Restore the dedicated nature of the Public Mass Transportation Fund (PMTF) by re-dedicating a share of the general sales and use tax to automatically fund the PMTF.
  2. The PMTF share of the sales tax should be established at a dedicated percentage of the general sales and use tax that would generate at least $60 million for the 2014 distribution.  This dedicated rate is necessary to accommodate the increased demand for public transportation and the more than doubling of the number of transit operators in the performance based formula.
  3. Pass enabling legislation that would allow local communities throughout Indiana to create a toolbox of local funding initiatives in order to design, build, operate, finance, and maintain existing services for local public transportation.  This legislation should create opportunities to assist existing transit operators as well as to establish new, stable local funding sources for regional transportation authorities (RTAs.)  These new funds should be used to enhance existing service and create new service, not replace state funding.
